How a sanctions designation spreads

Sanctions are published. The designation itself is never the hidden part. What catches people is how far its effect reaches.

A designation names a person, but the restriction runs through every entity that person owns or controls, and through the counterparties connected to them. A family can be exposed through a structure or an institution they never thought to associate with a designated name.

There is also timing. Between a designation being published and the accounts and structures touching it being frozen, there is a gap. The desk reads sanctions data against a client's full map of counterparties, so that exposure is identified in that gap rather than discovered when a payment fails.
