Most pauses are operational.

Exchanges pause withdrawals for many reasons that don't matter much. System upgrades. Audits. Legal holds on a specific token. The pause goes up, the pause comes down.

Some are not operational.

Reading the difference is the work. Indicators: timing relative to market events, the language of the public statement (or its absence), whether the pause covers all assets or specific ones, whether withdrawals had been delayed in the lead-up, what the on-chain reserve picture looks like, what the social media is doing.
